The standard for the sanitary protection distance of industrial enterprises is a comprehensive standard involving construction planning, general layout of industrial construction, environmental sanitation, and sanitary engineering. Its purpose is to ensure that the pollutants generated by national key industrial enterprises after the project is put into production will not affect the health of people in residential areas. This standard aims at the characteristics of various harmful factors, finds out the characteristics of the occurrence, diffusion, dilution, attenuation, and degradation of harmful factors, and then determines the allowable emission intensity of industrial enterprises based on the best practical technical principles, that is, according to the treatment measures and maintenance management measures that can be achieved at the current economic level of our country. Finally, the appropriate human pollution diffusion model and corresponding parameters are selected to determine the required sanitary protection distance. This standard will be implemented from January 1, 2001. This standard is proposed by the Ministry of Health of the People's Republic of China. The responsible drafting units of this standard are: Shandong Provincial Environmental Sanitation Monitoring Station, Qingdao Municipal Health and Epidemic Prevention Station, and Institute of Environmental Sanitation and Sanitary Engineering, Chinese Academy of Preventive Medicine.

This standard is applicable to newly built cotton product factories and their expansion and reconstruction projects located in plains and hilly areas. Existing asbestos product factories can refer to it for implementation. The health protection distance of asbestos product factories located in complex terrain conditions should be determined jointly by the land administration department of the construction project and the health and environmental protection authorities of the province, municipality or autonomous region where the construction project is located, based on the environmental quality evaluation report and with reference to this standard. 2 Definitions
This standard adopts the following definitions.
2.1 Health protection distance health protection zone The minimum distance from the boundary of the department (workshop or section) that produces harmful factors to the boundary of the residential area. 3 Standard content
