This standard is formulated based on GB15308-94 "General Technical Conditions for Foam Fire Extinguishing Agents". This standard adopts the relevant parts of AFFF in ISO7203-1:1995 "Low-expansion Foam Fire Extinguishing Agents for Top Application" and the relevant parts of AFFF/AR in ISO/DIS7203-3 "Low-expansion Anti-solvent Foam Fire Extinguishing Agents for Top Application" for the classification method of the fire extinguishing performance of water-forming foam fire extinguishing agents.
The difference between this standard and GB15308--94 is: the fire extinguishing performance of water-forming foam fire extinguishing agents is classified; in the test steps, both strong-application fire extinguishing tests and slow-application fire extinguishing tests are performed; the fuel used in the fire extinguishing test is solvent oil for rubber industry. Appendix A of this standard is the appendix of the standard. This standard was proposed by the Ministry of Public Security.

3 Definitions
This standard adopts the following definitions.
3.1 Aqueous film forming foam extinguishing agent Aqueous film forming foam extinguishing agent A foam extinguishing agent based on hydrocarbon surfactants and fluorocarbon surfactants that can form a layer of water film on the surface of certain hydrocarbon liquids.
3.2 Alcohol resistant aqueous film forming foam extinguishing agent (AFFF/AR) Aqueous film forming foam extinguishing agent Suitable for extinguishing water-soluble liquid fuel fires. 3.3 Spreading coefficient Spreading coefficient A parameter that measures the ability of a liquid to spread on the surface of another liquid. 3.4 Extinguishing performance class of aqueous film forming foam extinguishing agent
The extinguishing ability class of aqueous film forming foam extinguishing agent is determined by using standard fuel, foam application method, extinguishing time and burning resistance level as parameters. 4 Requirements
4.1 Physical and chemical properties

5 Test method
5.1 Determination of the anti-freezing and thawing performance of foam liquid 5.1.1 Instruments and equipment

Freezer: Able to meet the temperature requirements specified in 5.1.2a) of this standard; Ground-mouth bottle (or plastic bottle): 500mL, colorless and transparent. 5.1.2 Test steps

b) Pour 300mL of sample into a ground-mouth bottle (or plastic bottle), put it into the freezer to cool it down, and keep the temperature for 24 hours before taking it out and thawing it at room temperature. The storage time should not be less than 24 hours and not more than 96 hours. c) Repeat the above process three times to complete four freezing and thawing cycles. d) Observe whether the sample has stratification and heterogeneous phenomena. 5.2 Determination of pH value of foam liquid
According to 5.4 of GB15308-94.
5.3 Determination of foam liquid sediment
5.3.1 Apparatus

Centrifuge: controllable speed 2000r/min±100r/min; conical scale centrifuge test tube: 50mL, minimum scale value of conical bottom 0.1mL sample sieve: aperture 180μm;
Plastic washing bottle.
5.3.2 Sample
When sampling, ensure that the sediment in the sample container is evenly distributed. First, use two conical scale centrifuge test tubes to take 50mL each as the sample before the aging test, and there must be no bubbles; then take 120mL and put it in a glass bottle and seal it, and do the aging test, keep it at 60℃±2℃ for 24h±2h. After the aging test, the sample returns to room temperature, stirs well, and uses two conical scale centrifuge test tubes to take 50mL each. The sample must not have bubbles.
5.3.3 Test steps
Put the conical graduated centrifuge test tubes containing 50mL of foam liquid symmetrically into the centrifuge, cover them, and centrifuge them at 2000r/min±100r/min for 10min.
Take out the centrifuge test tubes and record the volume percentage of the sediment. Use a plastic washing bottle to rinse the sample in the test tube onto a 180μm sample sieve, and observe whether the sediment disperses through the sieve under the water flow of the plastic washing bottle. 5.4 Determination of the fluidity of foam liquid
According to 5.3 of GB 15308-94.
5.5 Determination of diffusion coefficient of foam solution
5.5.1 Instruments, equipment, reagents
Surface tension meter: accuracy of 0.1mN/m; measuring range of 0mN/m~180mN/m; cyclohexane: content not less than 99%;
Foam solution: use a 100mL volumetric flask and a pipette, and prepare the foam solution with distilled water with a surface tension of not less than 70mN/m according to the concentration specified in the product manual.

5.5.2.1 Determination of surface tension
a) Adjust the temperature of the foam solution to 20℃±1℃, and measure its surface tension with an accuracy of 0.1mN/m; b) Repeat the test once, and take the average of the two tests as the measurement result. 5.5.2.2 Determination of interfacial tension
a) After measuring the surface tension, lower the platinum ring below the surface of the foam solution, and add a 5mm to 7mm thick layer of 20℃±1℃ cyclohexane on the foam solution. After waiting for 6min±1min, measure the interfacial tension with an accuracy of 0.1mN/m; b) Repeat the test once, and take the average of the two tests as the measurement result. 5.5.2.3 Calculation of diffusion coefficient

5.7.5 Fire extinguishing performance test

5.7.5.1 Fire extinguishing test of AFFF and AFFF/AR on non-water-soluble liquid fuel a) Instruments, equipment and materials
Steel combustion disk: inner diameter 2400mm±25mm, depth 200mm±15mm, wall thickness 2.5mm; baffle: length 1000mm±50mm, height 1000mm±50mm, suitable for slow application test; steel anti-burning tank: inner diameter 300mm±5mm, depth 250mm±5mm, wall thickness 2.5mm; anemometer: 0~10m/s;
stopwatch: precision 0.1s;
Fuel: solvent oil for rubber industry, in line with the requirements of SH0004-90 qualified products. b) Slow application fire extinguishing test steps
According to 5.7.5.1.2 of GB 15308-94. The size of the fire extinguishing tank in the 25% fire extinguishing time test shall comply with 5.7.5.1a of this standard). c) Strong application fire extinguishing test steps
Except for the following conditions, other conditions are the same as 5.7.5.1b of this standard). The standard foam gun position should make the foam center jet fall directly on the fuel surface 1000mm±100mm away from the far side wall; the foam application time is 180s±2s. Record the fire extinguishing time. If the flame does not go out after stopping the application of foam, wait and observe whether the flame goes out. If the flame goes out, record the fire extinguishing time. From the end of the foam application to the start of the fire extinguishing test, a flash flame with a total horizontal size of no more than 500mm is allowed to exist in the disk. A short pause is allowed in the application of foam, and the pause time should be recorded in the total foam application time.
Test steps for 25% anti-burning time shall be in accordance with 5.7.5.1b of this standard). 5.7.5.2 AFFF/AR fire extinguishing test on water-soluble liquid fuel a) Instruments, equipment and materials
In accordance with 5.7.8.1 of GB 15308--94. b) Test steps
Put the burning plate on the ground and level it; adjust the position of the standard foam gun. The standard foam gun should be placed horizontally, 1000mm±50mm above the fuel liquid level, and the distance from the burning plate shall be based on the foam jet hitting the center of the baffle; add 100L±2L fuel to the burning plate; ignite the fuel in the burning plate within 5 minutes after adding the fuel. When the flame covers the burning plate, the pre-combustion begins, and the pre-combustion time is 60s±2s; apply 180$±2 of foam. If the flame can be extinguished, record the extinguishing time; stop applying foam for 300s±2s, place the fire-resistant canister containing 2L±0.1L fuel in the center of the combustion disk and ignite it. Observe the fire-resistant situation. When one quarter of the combustion disk area is on fire, it is 25% fire-resistant time. 519
6 Inspection rules
6.1 Sampling

6.1.1 Each production batch is a sampling unit. The total sample volume shall not be less than 20I. 6.1.2 Samples for type inspection shall be taken from qualified products shipped out of the factory. 6.1.3 Products in the package shall be mixed and evenly before sampling. Samples shall also be mixed and evenly before testing each performance. 6.2 Factory inspection
Factory inspection of each batch of products shall be carried out in accordance with the requirements of 4.1 of this standard. 6.3 Type inspection
6.3.1 Type inspection of AFFF shall be carried out in accordance with the requirements of 4.1 and 4.2.1 of this standard; type inspection of AFFF/AR shall be carried out in accordance with all the requirements of Chapter 4 of this standard.
6.3.2 Conditions for type inspection
Type inspection shall be carried out in any of the following situations. a) When new products are identified or old products are transferred to other factories for production; b) When there are major changes in raw materials and processes during formal production; c) Once a year during normal production;
d) When production is resumed after suspension for more than one year;
e) When the national quality supervision agency proposes a type inspection requirement; f) When unqualified items appear in the factory inspection results. 6.4 Determination of inspection results
The results of factory inspection or type inspection must meet the requirements of the corresponding provisions of Chapter 4 of this standard. If any item is unqualified, re-samples should be taken from twice the number of packages. If one item is still unqualified after re-inspection, it will be judged as an unqualified product. According to the results of the fire extinguishing test, the fire extinguishing performance level of the foam fire extinguishing agent shall be determined in accordance with the provisions of Table 2 and Table 3 in 4.2 of this standard. 7 Packaging, marking, transportation and storage
7.1 Packaging
The water-forming foam fire extinguishing agent shall be sealed in an iron drum or plastic drum with a corrosion-resistant coating of the water-forming foam fire extinguishing agent, with a maximum package of 200kg and a minimum package of 25kg.
7.2 Marking
The following must be clearly and firmly marked on the packaging container of foam liquid: a) name and model of foam liquid;
b) recommended concentration of foam liquid;
c) toxicity, avoidance methods and first aid methods after poisoning; d) storage temperature of foam liquid and foam solution; e) whether foam liquid is affected by freezing and thawing; f) net weight of foam liquid;
g) name and address of manufacturer;
h) production batch number and production date of foam liquid; i) whether seawater is suitable for preparing foam solution;
i) corrosiveness of foam liquid and foam solution to storage containers and equipment during storage and use; suitable storage containers and equipment for foam liquid and foam solution;
k) shelf life of foam liquid;
m) fire extinguishing performance level of foam liquid.

7.3.1 The aqueous film-forming foam fire extinguishing agent should be stored in a ventilated, cool and dry place; the storage temperature should be lower than 40℃ and 5℃ higher than the freezing point of the aqueous film-forming foam fire extinguishing agent.
7.3.2 Avoid rain during transportation. Prevent moisture and damage to the packaging barrel. 7.3.3 The product shall not be mixed with other substances and other types of fire extinguishing agents during transportation and storage. 7.3.4 The aqueous film-forming foam (AFFF) fire extinguishing agent is stored for eight years, and its various technical properties shall comply with the provisions of 4.1 and 4.2.1 of this standard. The technical performance of AFFF/AR fire extinguishing agents stored for two years shall comply with the provisions of Chapter 4 of this standard. The technical performance of AFFF/AR fire extinguishing agents stored for two to eight years shall comply with the provisions of 4.1 and 4.2.1 of this standard, but they can only be used as non-AFFF fire extinguishing agents. Test for determining temperature-sensitive foam liquid
A1.1 If the manufacturer declares that the foam liquid is not affected by freezing and thawing, the sample shall be subjected to four cycles of freezing and thawing tests in accordance with the provisions of 5.1 of this standard before the temperature treatment in accordance with A1.2 of this standard. A1.2 Place the foam liquid packaged in the container at 60℃±3℃ for seven days, and then place it at room temperature for another day. A2 Test method
The pH value, foaming multiple, and 25% foam precipitation time of the samples before and after temperature treatment are measured according to the requirements of 5.4 and 5.6 of this standard.
