The national organization code identification system is the basic system for the country's entire economy and society to achieve modern management. It is of great significance to establish a socialist market economic system and promote social progress. The organization code covers all legally established institutions in my country. Since the release and implementation of GB11711-1989, the organization code has been widely used in many fields such as finance, taxation, finance, social security, public security, procuratorial and judicial organs, effectively promoting and accelerating the information sharing and exchange of various departments and industries. In order to better play the role of the organization code as a bridge, it is necessary to standardize and guide the application of the organization code. This standard provides the identification specifications in the application of the organization code on the basis of a full analysis of the application of various departments and industries. 1 Scope

The use of organization codes includes two ways: independent use and combined use. When the organization code is used independently, it is used to identify organizations, including enterprises, institutions, government agencies, associations and other organizations; when the organization code is used in combination, it is used to identify organizations, and can also be used to identify internal organizations of organizations, as well as objects associated with organizations.
In cross-departmental and cross-industry information sharing and exchange, the organization code should be used independently. In the information processing within departments and industries, the organization code should be used independently; to meet the specific application needs of departments and industries, the organization code can be used in combination with other codes (as a combination code). 5 Independent use

To meet the specific application needs of the department industry, the organization code and the combination code can be combined to form a combination code, which is used to identify the organization, the internal department of the organization, and the objects associated with the organization. The combination code includes three ways of composition:
Add the combination code before the organization code, see Figure 2; add the combination code after the organization code, see Figure 3; add the combination code before and after the organization code, see Figure 4. When used in combination, the integrity of the organization code should be guaranteed and it should not be split for use. XX:

The National Quality Inspection Commission directly uses the organization code as the organization's identification in system management such as the industry. Taking China National Institute of Standardization as an example, its individual organization code is \71789999X". The General Administration of Quality Supervision, Inspection and Quarantine directly uses \71789999X\ to identify China National Institute of Standardization in its tax collection and management system. The organization code of this organization is shown in Figure A.1

Combination use of organization codes can be used to identify organizations. Example 1:
In the tax collection and management system of the State Administration of Taxation, for taxpayers who have obtained an organization code certificate, the 6-digit administrative division code of the taxpayer's registration location plus a 6-digit organization code is used as the taxpayer identification. Taking China National Institute of Standardization as an example, the administrative division code of its location is " 110101", the organization code is "71789999X", the taxpayer identification number is "11010171789999X", the composition of the taxpayer identification number of the organization is shown in Figure A.2. 11010171789999x
