This standard specifies the rules for the compilation of administrative division codes below the county level, in order to unify the codes of administrative divisions below the county level throughout the country. This standard is applicable to the compilation of administrative division codes below the county level. The codes compiled according to this standard can be used as a supplement and extension of GB2260 "Administrative Division Code of the People's Republic of China" (i.e., administrative division codes below the county level) and used in conjunction with GB2260. 2 Classification principles
2.1 The county in this standard refers to the county and the city, banner, town, and district of the same level. 2.2 The administrative divisions below the county level in this standard are divided into four parts, namely, township, town, street, and government-enterprise integrated unit. 2.2.1 The street in this standard refers to the street office, a branch of the county-level government. 2.2.2 The government-enterprise integration unit in this standard refers to a unit that combines collective enterprises with government functions. Regardless of their affiliation, the government-enterprise integration unit (such as agriculture, forestry, ranch, etc.) shall be regarded as a division unit in the county where it is located and assigned a code equivalent to the township (town, street) level. 3 Coding method
3.1 The administrative division code below the county level is divided into two sections and consists of nine digits. Its structure is as follows: [district district district district district
First section
Second section
3.2 The first section of the code is six digits, indicating the administrative divisions of counties and above, and adopts the six-digit code in GB2260 (see this standard for details).
3.3 The second part of the code consists of three digits, indicating the administrative divisions below the county level. The first digit (i.e., the seventh digit of the code) is the category identifier, i.e., "0" indicates a street, "1" indicates a town, "2, 3" indicates a township, and "4, 5" indicates a government-enterprise integration unit; the second and third digits (i.e., the eighth and ninth digits of the code) are the sequence numbers of the division unit in the category. The specific divisions are as follows: 001-099 indicates a street; wwW.bzxz.Net
100-199 indicates a town;
200-399 indicates a township;
400-599 indicates a government-enterprise integration unit.
3.4 The administrative division codes below the county level should be coded according to the administrative affiliation and after being sorted according to the unified and recognized custom. 4.1 When compiling codes for administrative divisions below the county level, when only county and above administrative divisions are indicated, three zeros should be added after the six-digit code, i.e., nine digits should be used to indicate the code length to make it consistent. Approved by the State Administration of Technical Supervision on December 10, 1988 and implemented on August 1, 1989
GB10114-88
4.2 In order to make the standard text format of administrative division codes neat and uniform, they should be compiled and printed in accordance with the format specified in GB2260 and the following. The prescribed format is as follows:
Municipal district
XX street (or township, town, government-enterprise integration unit)X× county
X× town (or township, street, government-enterprise integration unit)× county
×X township (or township, street, government-enterprise integration unit)4.3 For each administrative division unit below the county level, when there are multiple names for a division unit, a recognized name should be determined to ensure that the codes of all division units are unique. 4.4 The names of administrative division units shall all be in full and shall be written in the standardized Chinese characters announced by the relevant national departments. 5 Administration of this standard
5.1 The code of the administrative division below the county level shall remain unchanged when the division unit is renamed but the organizational structure is not changed; and the code shall be recoded when the division unit changes its organizational structure.
5.2 If the division unit represented by the administrative division code below the county level is abolished or its organizational structure is changed, its code shall be invalidated. And its code shall not be assigned to other divisional units to maintain the uniqueness of the code. 5.3 If there is any change in GB2260, the first paragraph of the administrative division code below the county level shall be changed accordingly. 5.4 The implementation of this standard shall be organized by the Standards Bureau (Standards and Metrology Bureau) of each province, autonomous region, and municipality directly under the central government to organize relevant departments to jointly compile the administrative division code below the county level in their region and publish it as a local standard. Additional Notes:
This standard was proposed by the China Institute of Standardization and Information Classification and Coding. This standard was drafted by the Liaoning Provincial Standards and Information Research Institute. The main drafters of this standard are Zhou Fudong and Li Zhaofen. 196
