Foreword
This standard is formulated in accordance with the provisions of Article 7 of the "Atmospheric Pollution Prevention and Control Law of the People's Republic of China". GB13223-91 "Air Pollutant Emission Standard for Coal-fired Power Plants" is a relatively new standard that was implemented on August 1, 1992. Therefore, this standard takes into account the connection with GB13223-91: the two periods 1 and I are divided into this standard The thermal power plants included in each are consistent with the "existing thermal power plants" and "newly expanded and improved thermal power plants" in GB13223-91, and the technical content is basically the same. The focus of the revision of this standard is to formulate emission standards for various types of air pollution in sub-periods. This standard is based on the characteristics of my country's atmospheric sulfur dioxide and acid rain pollution that are increasingly intensifying and thermal power plants are key industries that emit sulfur dioxide. This standard applies to new, Expansion or reconstruction of thermal power plants (divided into the second period by this standard) shall implement dual control of the total maximum emission of sulfur dioxide and the emission concentration of each smoke window. In other areas, the control of sulfur dioxide emissions of the whole plant shall be implemented. At the same time, the formulation of smoke and dust emission standards for thermal power plants during this period takes into account the promotion of the application of high-efficiency electrostatic precipitators with four electric fields. This standard applies to the emission management and construction of thermal power plant boilers with a single output of 65t/h or more, except for layer-fired furnaces and stoker furnaces, and pulverized coal power generation boilers with a single output of 65t/h or less.
