1 Scope
Mechanical Industry Standard of the People's Republic of China
Guide for Technological Management-Research and Development
JB/T9169.12-1998
Replaces JB/Z338.12-88
This standard specifies the basic requirements for technological research and development, the scope of experimental research, the principles of project establishment, the procedures of experimental research, and the use and promotion of experimental research results.
This standard applies to the technological research and development of electromechanical products. 2 Basic requirements
2.1 Process test research and development is the main way to improve the process level of enterprises, and is the basis for accelerating the development of new products, steadily improving product quality, reducing consumption and improving efficiency. All enterprises should actively carry out process test research and development according to their own conditions. 2.2 In order to do a good job in process test research, enterprises should equip the process department with corresponding technical forces and provide necessary test research conditions. 2.3 Enterprises should actively cooperate with colleges and universities and scientific research institutes in process research and development, and make full use of the external technical forces of enterprises. At the same time, they should also actively adopt their existing achievements. 3 Scope of process test research
a) Research and development projects in the process development plan; b) Test research on new technologies, new processes, new materials and new equipment in production process preparation: c) Key test research required to solve major product quality problems or related technical problems in on-site production: d) Verification test research of digestion and introduction projects. 4 Project establishment principles
4.1 According to the requirements of the process development plan.
4.2 Solve the outstanding quality problems and weak links of production capacity in on-site production in a targeted manner. 4.3 After the project is completed, there should be obvious technical, economic or social benefits. 4.4 According to the capabilities of the enterprise.
5 Experimental research procedures
5.1 Determine the experimental research topic.
5.2 Plan the project expenses.
5.3 Determine the participants of the project.
5.4 Write the task book of the experimental research topic.
The task book of the experimental research project should include the following contents: a) Project name:
Approved by the State Bureau of Machinery Industry on November 16, 1998 and implemented on December 1, 1998
b) Purpose of the experimental research:
c) Main work content:
d) Expected technical and economic effects;
e) Domestic and international status of the project:
JB/T9169.12—1998
) Preparation work, existing conditions and measures to be taken: g) Completion time:
h) Budget estimate:
i) Project leader and main participants: j) Approval opinions.
5.5 Conduct research.
5.6 Prepare the implementation plan of the experimental research. The implementation plan should include the following: a) Test objectives:
b) Test methods and steps;
c) Technical organization measures and safety measures:
d) List of instruments, meters and equipment required; e) Personnel division of labor and progress plan.
5.7 Organization and implementation.
5.8 Stage inspection
5.8.1 The competent department and relevant leaders should promptly understand and solve the problems in the implementation. 5.8.2 During the test, if it is found that the project is not technically and economically desirable, it should be stopped in time and the project should be declared cancelled to avoid greater waste. 5.9 Write a summary report of the test study. The test research summary report should include the following main contents: a) Subject name and project number:
b) Purpose and requirements;
c) Test conditions:
d) Actual test procedures:
e) Test result analysis, including comparison with domestic and foreign data, use value and economic effect, etc.: f) Conclusion, including opinions and suggestions for future promotion and use: g) Appendix, including all useful test data. 5.10 Organization appraisal.
5.11 File and archive.
After the project results are appraised, all relevant test research data should be numbered and archived. Use and promotion of research results
6.1 The appraised research results need to go through a trial verification period before being included in the process documents for formal use. Research results that are of guiding significance to the entire industry should be promoted throughout the industry to improve the level of the entire industry. 6.2
