Petroleum and Natural Gas Industry Standard of the People's Republic of China Emergency Evacuation Conditions for Shallow-water Oil Operation Personnel This standard specifies the emergency evacuation conditions for personnel in the event of an emergency during shallow-water oil operations. SY 6044-94
This standard is applicable to the oil and gas operators of China National Petroleum Corporation in the shallow-water waters of the People's Republic of China, whether operating on their own or in cooperation with foreign parties in accordance with the law.
2 Terminology
2.1 Shallow-water Oil Operation
Oil exploration, development and production operations and related activities in shallow-water waters. 2.2 Emergency Evacuation of Personnel
When an emergency event endangers the life safety of personnel on shallow-water oil operation facilities (hereinafter referred to as facilities): the process of evacuating personnel from the facilities according to the emergency procedures.
2.3 Shallow-water Oil Operation Facilities
Various buildings, ships, platforms and other devices used for shallow-water oil operations in shallow-water areas, including but not limited to the following:
a. Mobile drilling platforms, oil production platforms, operating platforms; b. Fixed drilling platforms, oil production platforms, artificial islands; c. Cementing barges, pipe-laying vessels, oil construction engineering barges, special amphibious devices for rock islands; d. Single-point mooring, floating oil storage units, crude oil tankers, etc. 3 Emergency Evacuation Conditions for Personnel
When one of the following emergencies occurs: Emergency evacuation of personnel should be carried out. 3.1 Blowout
Drilling: Testing, blowout occurs during underground operation, and control measures are ineffective or cause a major fire that cannot be controlled. 3.2 Fire
When a fire occurs in a facility due to various reasons (such as a major oil spill), and fire-fighting measures are ineffective, endangering the lives of personnel on the facility.
3.3 Explosion
When an explosion occurs on the facility, endangering the safety of the entire facility and the lives of personnel. 3.4 Hydrogen sulfide (H,S)
If sulfide oxygen gas appears on the facility during operation and the hydrogen sulfide concentration within 5 to 10m around the safety zone of the facility reaches 100mg/1 and emergency treatment is ineffective,
3.5 Tropical cyclone
3.5.1 If the facility is in operation and cannot effectively avoid the typhoon due to a typhoon alert: When the center of the typhoon is 1500 to 1000km away from the facility, emergency evacuation should be prepared: When the center of the typhoon is 1000 to 500km away from the facility, emergency evacuation of personnel can be carried out; when the typhoon vanguard (Beaufort Force 8) arrives 12h before the facility is scheduled to be built, emergency evacuation of personnel should be carried out. 3.5.2 The facility is in a floating state: When the facility is in a floating state such as towing or displacement: In the event of a tropical storm, after adjusting the stability of the facility or taking other rescue measures, it is still likely to capsize. 3.6 Sea ice

When it is predicted that the sea area where the facility is located will have severe ice conditions exceeding the design allowable, endangering the lives of personnel on the facility. 3.7 Tsunami
When it is predicted that a tsunami will occur in the sea area where the facility is located, endangering the lives of personnel on the facility. 3.8 Earthquake
When it is predicted that the sea area where the facility is located will have a ground attenuation intensity exceeding the design allowable. 3.9 Damage to the floating body and water ingress
When the facility is in a floating state such as towing or displacement, the floating body is seriously damaged and water ingress occurs due to various reasons (such as reefing, wind damage, collision, etc.), and it may capsize after rescue efforts are ineffective. 3.10 Loss of stability
When the facility loses stability due to various reasons, and after all measures are taken, it may capsize. 4 Emergency evacuation of personnelwww.bzxz.net
4.1 The emergency evacuation order for personnel shall be issued by the first administrative person in charge of the facility or the person in charge authorized by him on site. 4.2 Before the emergency evacuation of personnel, a signal shall be issued quickly and reported to the superior competent department.
