English summary
This guide provides a framework for managing earthing-related risks in electrical power systems to meet socially acceptable safety levels. It covers principles for the design, installation, testing, and maintenance of earthing systems for a.c. systems up to EHV, with a focus on probabilistic derivation of allowable voltage criteria. It is intended for electrical utilities, HV asset owners, operators, and customers, covering major substations, distribution networks, transmission lines, power stations, and large industrial systems.

DOCUMENT PREVIEW2 Regulatory Framework and Standards
The management of earthing related risk is undertaken within the context of both legislative requirements and adherence to industry practice and standards. Some organisations use standard prescriptive designs in order to ensure their obligations are cost effectively met. This approach can readily lead to inadvertent overinvestment in earthing systems and will not ensure an adequate level of safety unless limits of applicability are defined and adhered to. History demonstrates that installed earthing systems are often not adequately safe, sufficiently robust, or sufficiently well configured to maintain safety. Given time and funding limitations, and uncertain personal interest, understanding and experience, people will often simply ‘do what they did last time’, without undertaking adequate risk identification, or undertaking adequate commissioning, and almost certainly not providing adequate documentation of design and maintenance parameters.
Where it is less than certain that people will ensure an adequate level of safety is provided throughout the asset lifetime, regulation is required. This is particularly true where a measure of the safety is not commonly available to stakeholders such as in earthing safety, where, for example a person simply using their back tap could not reasonably know what voltage hazard could be present due to a HV earth fault. In these cases regulation is not only important in ensuring an adequate safety level but also in engendering stakeholder trust; in the regulator but more importantly in the industry.
2.1 Regulatory Framework
Electrical utilities operate within a regulatory framework implemented via law, codes and licences, each of which confers rights and obligations on utilities and customers. There are also requirements and responsibilities incumbent on electrical utilities to not merely operate and develop their networks in a safe manner but also to promote and encourage the safety of persons and property in relation to that electrical infrastructure.
The law is not always detailed in specifying the methods to follow to achieve acceptable outcomes, often nominating required outcomes rather than processes. Such law often relies on the adoption of appropriate standards, codes of practice and industry guides to assist in the delivery of these outcomes. Some of these codes are prescriptive, maybe as a licence condition, and some rely on the utilities to adopt or employ appropriate controls.
The expected policy intent of emergent National Electricity Regulations is that electrical utilities be required to adopt and implement a cost effective programme for design, construction and ongoing supervision of compliance of assets with applicable safety standards.
This legislation also specifies the licensing requirements for electrical workers and electrical contractors together with the standards required for electrical work and the associated compliance obligations.
