DOCUMENT PREVIEWNZS 6802:1999
The Standard can be used in conjunction with other regulatory documents. The Standard may be cited in noise performance standards to avoid the need for inclusion of technical information while ensuring some national uniformity in methods for assessment of environmental sound.
It is recognized that as the 1991 version of this Standard is cited in many District Plans, it will continue in use until those plans are changed.
The term “normative” is used in this Standard to define the application of the appendix to which it applies. A “normative” appendix is an integral part of a Standard, whereas an “informative” appendix is only for information and guidance.
REVIEW OF STANDARDS
Suggestions for improvement of this Standard will be welcomed. They should be sent to the Chief Executive, Standards New Zealand, Private Bag 2439, Wellington 6020.

FOREWORD
This Standard is a revision of NZS 6802:1991 Assessment of environmental sound which was published in May 1992. While under the auspices of joint committee EV/10, the revision of NZS 6802:1991 was designated as a New Zealand only project after consultation with Standards Australia. The reason for this decision was that the manner of use of this Standard in the context of New Zealand law is different to the manner of use of the equivalent Australian Standard AS 1055:Parts 1- 3:1997 in Australia.
All Standards are revised periodically as the need arises. By 1997 a number of defects and improvements were identified by environmental acoustical practitioners as a result of experience in using the Standard. In considering the application of the Standard, the Environment Court has sometimes identified poor drafting, ambiguities or unenforceable provisions.
The Ministry of Health has a role in improving, promoting and protecting public health. The Ministry contracted Standards New Zealand to revise NZS 6802:1991 as part of its strategy of reducing the adverse health effects and optimizing positive health effects in the local environment, including noise. A committee of environmental acoustics specialists and representatives of stake-holders in environmental noise work was appointed by Standards New Zealand to review the Standard. The review of NZS 6802:1991 was concurrent with that of NZS 6801:1991.
Major changes have been made to this Standard partly to conform with current Australian and international practices, and partly to meet the needs of territorial authorities. Leq replaces L10 as the descriptor for intrusive noise and there are significant changes to the method of assessment. A rating level is introduced for comparison with noise limits. Additional information is provided to guide drafting of noise conditions and rules, and guideline sound levels are amended to take into account other changes.
This Standard provides methods for the assessment of sound measured in accordance with NZS 6801:1999. For practical purposes noise may be defined as unwanted sound. The procedures described are intended to enable consistent assessment of environmental sound for all conditions within the scope of the Standard. This Standard gives guidance on:
(a) Procedures for assessing noise and comparing measured sound with noise limits;
(b) Guideline numerical noise limits for the protection of public health and amenity;
(c) Specifications for noise rules, performance standards or resource consent conditions.
