1 scope
GB/T 39497 specifies the evaluation index system of quality city in the process of new urbanization construction , indicator connotation and calculation methods, as well as data collection
collection and analysis.
GB/T 39497 is suitable for evaluating the quality of cities divided into districts and cities in the process of new urbanization, and county-level cities can refer to it for implementation.

3 Terms and Definitions
The following terms and definitions apply to this document document.
3.1
Quality city quality city
Develop a city where quality and cultural taste are highly integrated and organically unified. Its connotation mainly includes five aspects: the city's economic development quality, social and cultural quality, ecological environment quality, public service quality and residents' life quality.
3.2
quality index of city
An index that comprehensively reflects the quality of urban development and cultural taste.
4 Evaluation Index System
This index system can be used for horizontal comparison between different regions or vertical comparison of the quality of the city between different years in the same city.
When applying this indicator system to calculate the city quality index, following the principle of homogeneity and comparability, relevant indicators can be increased or decreased accordingly according to the actual situation of the evaluation subject.
This indicator system includes three-level indicators, including 5 first-level indicators, 13 second-level indicators, 71 third-level indicators, and 5 extended indicators. The evaluation index system is shown in Table 1.
5 The connotation and calculation method of economic development indicators
5.1 Per capita regional GDP
The ratio of a region's GDP to the resident population in the region is a measure of the contribution of each resident in a region to An indicator of a region’s economic contribution or value creation. The calculation formula is shown in formula (1).
