This standard is based on the United Nations Economic Commission for Europe International Trade Procedure Simplification Working Group (UN/ECF/WP.4) No. 19 Recommendation "Transport Mode Code" (UN/ECE/TRADE/138) February 1995 edition, and is a revision of the national standard GB6512-86 "Transport Mode Code". In terms of technical content and overall structure, it is equivalent to the No. 19 Recommendation. The representatives who attended the 13th meeting of the United Nations Economic Commission for Europe's International Trade Procedure Simplification Working Group in 1981 came from 26 countries including Austria, Belgium, Bulgaria, Canada, Czechoslovakia, Denmark, Finland, France, Germany, Hungary, Italy, the Netherlands, Norway, Poland, Romania, Sweden, Switzerland, Turkey, the Soviet Union, the United Kingdom, Northern Ireland, the United States, Bangladesh, Japan, Kenya, and 12 international organizations including the International Organization for Standardization, the Intergovernmental Maritime Consultative Organization, the General Agreement on Tariffs and Trade, the European Community, the Customs Cooperation Council, the Central Bureau of International Railway Transport, the International Chamber of Commerce, the International Air Transport Association, the International Union of Railway Transport, the International Chamber of Shipping, the International Freight Forwarders Association, and the International Railway Transport Committee. The meeting recommended that the 19th Recommendation "Transport Mode Code" be adopted in international trade, which has a broad international basis.
In the 1990s, with the widespread application and development of electronic data interchange (EDI) internationally, the 19th recommendation of UN/ECE/WP.4, in addition to adding Appendix A (Standard Appendix) of certain provisions used in statistics, was also recommended as the data element in the United Nations Manual on Electronic Data Interchange for Administration, Commerce and Transport (UN/EDIFACTUNTDID). This standard has made the following modifications and supplements to GB6512--86: 1. Added the preface;
2. "Postal transport\" in the code table was changed to "mail transport"; "Pipeline transport" was changed to "fixed facility transport"; 3. The instructions for use were modified;
4. Added Appendix A (Standard Appendix) "Application of transport mode codes in statistics". This standard was first formulated in 1986 and revised for the first time in 1997. From the date of entry into force, this standard will replace GB6512~86 at the same time. Appendix A of this standard is the standard appendix.
This standard was proposed by the Ministry of Transport of the People's Republic of China. This standard is under the jurisdiction of the China Institute of Standardization and Information Classification and Coding. This standard specifies the basic classification code structure of transport modes and the transport mode codes indicating the types of transport vehicles. This standard applies to all occasions where codes are used to indicate transport modes in documents related to my country's international trade (documents, messages), and also applies to the identification of transport modes involved in my country's administrative, transportation, commercial and other business. 2 Definitions
This standard adopts the following definitions.
2.1 Mode of transport mode of transport The mode used to transport goods.
2.2 Means of transport means a specific vehicle, ship, aircraft or other equipment used to transport goods or personnel. 3 Code structure
The code structure of this standard is represented by a single digit, coded sequentially from 0 to 9. 4 Code table

In principle, this code is not used. It can be used when the item is blank or the mode of transport is not important and does not need to be specified (e.g., sample gifts and personal belongings that do not need to be included in statistical reports).

Use of transport mode codes in statistics This standard specifies general transport mode codes, but it is not specially formulated for statistical needs. This appendix specifies certain terms and specific usage rules of transport mode codes in transport statistics as a supplement to this standard. A1 Terminology
A1.1 Combined transport A form of combined transport in which one active transport vehicle with traction capacity carries another passive transport vehicle. A1.2 Transit point frontiercrossingpoint The place where a railway, road, inland river or fixed transport facility crosses the border (national boundary), and the virtual place where a ship or aircraft crosses a country, a water city or an empty city.
A2 Rules of use
A2.1 Rule 1
The mode of transport is generally represented by the type of transport vehicle carrying the goods or the type of infrastructure used to transport them. When a cargo ship is sailing on the sea, it is a maritime transport mode; when it is transported by railway vehicles, it is rail transport; when it is transported by trucks or trailers, it is road transport; when it is transported by airplanes, it is air transport; when it involves pipelines, aerial ropeways or power transmission lines, it is fixed facility transport. A2.2 Rule 2
When more than one mode of transport is used continuously between the consignment place and the delivery place, the modes of transport that may pass or have passed through the transit point are counted.
A2.3 Rule 3
When two modes of transport are used at the same time at a transit point (cooperative transport), both modes of transport shall be recorded if they are to be counted separately. Passive transport (railway vehicles, barges) shall use the codes specified in this standard, and active transport (roll-on/roll-off ferries, drive-back trains, barge carriers) shall use the following codes:

8 Inland waterway transport
A2.4 Rule 4
If the transport operation of inland waterway vessels on the waterway is managed in a whole section, it shall be counted as inland waterway transport. When the water transport consists of two parts, inland waterway and sea, it shall be counted as crossing the transit point. That is, the ship shall be counted as a maritime transport mode when sailing at sea, and as an inland waterway transport mode after continuing to sail through the transit point. If there is no record of the transit point, the codes used shall be determined according to the relevant distances across the inland waterway and the sea.
A2.5 Rule 5
When the consignor goes to the post office to handle mail consignment, it is not clear which specific mode of transport is to be used, and the mail transport code can be used to indicate it. Similarly, under a multimodal transport contract (at least two modes of transport), if the consignor is not clear about the mode of transport designated by the carrier when the goods are transported to the delivery location or transferred to the transit station, the multimodal transport code can be used to indicate it.
