4.1 Imported scrap iron and steel shall not contain wastes whose concentration of harmful substances in the leaching liquid exceeds the identification standard value in GB5085.3-1996.
Imported scrap iron and steel shall not contain wastes whose polychlorinated biphenyl content exceeds the control standard value in GB13015-914.3wwW.bzxz.Net
Imported scrap iron and steel shall not contain wastes whose pH value of the leaching liquid is equal to or greater than 12.5 and equal to or less than 24.4
Imported scrap iron and steel shall not contain radioactive wastes. 4.5 The radioactive substance pollution control indicators of imported scrap iron and steel shall comply with the radioactive substance pollution control level on the surface of objects in GB8703-88 4.6 The total weight of the following wastes contained in imported scrap iron and steel shall not exceed one ten-thousandth of the weight of the imported scrap iron and steel; a) Medical waste; Pesticide and herbicide waste; Wastes containing wood preservatives: Wastes containing organic solvents; Waste emulsifiers: Residues from distillation (steaming); Wastes from photosensitive materials; Inflammable and explosive wastes; Incineration residues; Wastes containing beryllium, hexavalent chromium, stele, selenium, cadmium, tellurium, mercury, chalcandium, lead and their compounds, and wastes containing fluorine, cyanide and phenol compounds; Asbestos waste; Clinical waste; Kitchen waste, toilet waste; Sealed containers, etc.
4.7 In addition to the wastes listed in the above-mentioned articles, the total weight of other entrained wastes in the imported scrap iron and steel that cannot be directly used as raw materials in the processing and utilization process (such as waste wood, waste paper, waste fabric, waste glass, waste plastic, slag, stripped rust, etc., but excluding non-ferrous metals such as copper and aluminum that are allowed to be imported by the country) shall not exceed 2% of the weight of the imported scrap iron and steel. 4.8 Pipes, containers and their waste fragments that have been used to hold liquid and semi-solid chemicals must be cleaned before they can be imported; the importer must provide the inspection agency with the names of the chemicals that have been contained. 5 Inspection
5.1 The inspection of Articles 4.1 and 4.3 of this standard shall be carried out in accordance with the provisions of GB/T15555.1~15555.12-1995. 5.2 The inspection of Article 4.2 of this standard shall be carried out in accordance with the provisions of GB13015-91. 5.3 The inspection of Articles 4.4 and 4.5 of this standard shall be carried out in accordance with the provisions of SN0570-1996. 5.4 The inspection of other clauses of this standard shall be carried out in accordance with the provisions of SN0581-1996.
