This standard aims at the characteristics of various harmful factors, finds out the occurrence, diffusion, dilution, attenuation, and degradation characteristics of harmful factors, and then determines the allowable emission intensity of industrial enterprises based on the best practical technical principles, that is, the governance measures and maintenance management measures that can be achieved according to my country's current economic level. This standard is applicable to new internal combustion engine plant located in plain and hilly areas and the expansion and reconstruction projects of existing internal combustion engine plant. Existing internal combustion engine plant can refer to it for implementation.
