This standard specifies the required sanitary protection distance between internal combustion engine plants and residential areas. This standard applies to new internal combustion engine plants located in plains and hilly areas, as well as the expansion and reconstruction of existing internal combustion engine plants. Existing internal combustion engine plants can refer to this standard for implementation. The sanitary protection distance in areas with complex terrain conditions should be determined jointly by the competent department of the construction unit and the health and environmental protection authorities of the municipality or autonomous region where the construction project is located based on the atmospheric environment quality evaluation report. The standard for the sanitary protection distance of industrial enterprises is a comprehensive standard involving construction planning, general layout of industrial construction, environmental sanitation, and sanitary engineering. Its purpose is to ensure that the pollutants generated after the commissioning of national key industrial enterprises will not affect the health of people in residential areas. This standard aims at the characteristics of various harmful factors, finds out the occurrence, diffusion, dilution, attenuation, and degradation characteristics of harmful factors, and then determines the allowable emission intensity of industrial enterprises based on the best practical technical principles, that is, the governance measures and maintenance management measures that can be achieved according to my country's current economic level. Finally, the appropriate gas diffusion model and corresponding parameters are selected to determine the required sanitary protection distance. This standard will be implemented from January 1, 200.
This standard was proposed by the Ministry of Health of the People's Republic of China. The responsible drafting unit of this standard is: Institute of Environmental Health and Sanitary Engineering, Chinese Academy of Preventive Medicine. The main drafters of this standard are: Hu Gengxin, Hong Yanfeng, Shao Qiang. This standard was entrusted by the Ministry of Health to the Institute of Environmental Health Monitoring, Chinese Academy of Preventive Medicine for interpretation. 240
