This standard is based on the research on prevention and control measures of coal-burning pollution-type fluorosis in the Three Gorges of the Yangtze River and the comparative analysis of the epidemiological survey of drinking water-type and coal-burning pollution-type fluorosis, and is compiled by consulting relevant prevention and control and research materials at home and abroad, and referring to relevant standards. This standard replaces the ward division standard in the "Standard for the Prevention and Control of Endemic Fluorosis (Trial)" (Zhongdibanfa [1981J6]. The original standard only included the fluoride content in drinking water in the environmental oxygen content index, which was only applicable to the division of drinking water-type endemic fluorosis wards. According to the actual situation and characteristics of the complex types of wards in my country, this standard adds the prevalence of defective fluorosis and total fluoride intake, and formulates a standard that is suitable for the division of drinking water-type wards and other types of wards. This standard adopts the indicator of fluoride content in drinking water in the original standard, because this indicator has been proven by many years of prevention and control work practice to be an appropriate objective environmental indicator for the division of drinking water-type endemic fluorosis wards of different degrees. This standard is proposed by the Ministry of Health of the People's Republic of China. This standard was drafted by the Fluorosis Research Institute of the China Endemic Disease Control and Research Center, and was drafted by the Epidemiology Teaching and Research Section of China Medical University, the Hebei Provincial Endemic Disease Control and Prevention Institute, and the Jiangsu Provincial Health and Epidemic Prevention Station. This standard applies to the determination of drinking water-type and coal-burning pollution-type endemic fluorosis areas and the division of the degree of endemic fluorosis areas based on natural villages (electricity).

3.1 Determination of disease areas
3.1.1 The prevalence of dental fluorosis in children aged 8 to 12 years old born and raised in the local area is greater than 30%. 3.1.2 Drinking water-type endemic fluorosis disease area, the fluoride content of drinking water is greater than 1.0mg/L Coal-burning pollution-type endemic fluorosis disease area, due to coal-burning pollution, the total fluoride intake is greater than 3.5mg.
3.2 Division of severity of disease area
3.2.1 Mild disease area
a) The prevalence of dental fluorosis among children aged 8 to 12 years old born and raised locally is greater than 30%; b) X-ray examination confirms that there is no skeletal fluorosis or mild skeletal fluorosis patients; c) The fluoride content in drinking water is greater than 1.0mg/L or the total fluoride intake is greater than 3.5mg. 3.2.2 Moderate disease area
a) The prevalence of defective dental fluorosis is greater than 20%; b) X-ray examination confirms that there are moderate skeletal fluorosis patients, and the number of severe skeletal fluorosis patients is less than 2%; c) The fluoride content in drinking water is greater than 2. 0mg/L or the total fluoride intake is greater than 5.0mg. 3.2.3 Severely ill areas
a) The prevalence of defective dental fluorosis is greater than 40%; b) The number of patients with severe skeletal fluorosis confirmed by X-ray examination is greater than or equal to 2%; c) The fluoride content in drinking water is greater than 4.0 mg/L or the total fluoride intake is greater than 7.0 mg. 3.3 When the fluoride content in the environment does not match the condition of the disease, the condition shall prevail.
