1 Scope
GB/T 38950 specifies the index, calculation method and classification of cool summer for single stations, regions and the whole country.
GB/T 38950 is applicable to the monitoring, prediction, evaluation, scientific research and services of cool summer.
2 Terms and definitions
The following terms and definitions apply to this document.

Single station weather station
A meteorological observation station, also known as a station or a site.

2.2
Region region
A certain geographical range.
Note 1: Such as natural climate zone, administrative district, river basin, etc., not including the whole country.

2.3
Climatological normals
The 30-year average of the meteorological variable in the last three consecutive whole decades.
Note 1: The climatological normal is updated every 10 years. The variables in 2000 and before use the average of 1961-1990 as their climatological average, the variables between 2001 and 2010 use the average of 1971-2000 as their climatological average, the variables between 2011 and 2020 use the average of 1981-2010 as their climatological average, and so on.

The average temperature from June to August of the year.
Note: The unit is Celsius (°C).

summer mean air temperature anomaly
The difference between the summer mean temperature and its climate mean.
Note: The unit is Celsius (°C).

cooling summer
A summer with a lower summer mean temperature than its climate mean.
Note: According to the occurrence range, it can be divided into single-station cool summer, regional cool summer and national cool summer, and according to the occurrence intensity, it can be divided into weak cool summer and strong cool summer (cold summer).

cooling summer index
A quantity reflecting the degree of cool summer.
Note: Includes single-station cool summer index, regional cool summer index and national cool summer index.

Single station cool summer
The single station summer average temperature anomaly (△T) is the single station cool summer index. The single station cool summer index is less than or equal to the single station cool summer threshold value. The single station cool summer is divided into two levels: single station strong cool summer (single station cold summer) and single station weak cool summer. The method for determining the single station cool summer threshold value is shown in Appendix A. The single station cool summer level division and index range are shown in Table 1, and the calculation method of △T and c (standard deviation) in Table 1 is shown in Appendix A.
