In order to protect the interests of seed production, management and users, avoid the losses caused by the use of unqualified seeds in production, and make the cultivated fine varieties obtain high quality and high yield, a unified quality standard must be used for standardization, and the quality standard of seeds is specially formulated. Considering the systematic and scientific nature of the layout of the quality standard of crop seeds, new adjustments were made to its overall arrangement during the revision. The seeds of economic crops are composed of two independent parts: fiber and oil crops. Among them, oil crops include rapeseed, peanuts, sesame, and sunflowers. For the convenience of use, conventional seeds and hybrids of the same crop are arranged in succession. According to GB/T3543.1~3543.6-1995 "Inspection Procedures for Crop Seeds", through a large number of years of experimental research, typical investigations, and spot checks, the quality standards of economic crop seeds in GB4407-84 "Oil Seeds" (i.e., four indicators such as purity, clarity, germination rate and moisture) have been comprehensively revised. In principle, conventional seeds are not graded, and hybrid seeds are divided into first and second grades. Due to the great changes in the inspection methods and judgment standards, the germination rate was changed to seedling judgment, so the value was lower than that before the revision. The purity adopted the rapid method, which was generally higher than that before the revision, and the standard value of water content did not change much. This standard was proposed by the Ministry of Agriculture of the People's Republic of China. This standard is under the jurisdiction of the National Technical Committee for Standardization of Crop Seeds. The responsible drafting units of this standard are: National Seed Station, Shaanxi Seed Station, Anhui Seed Station, Hunan Seed Station, Jiangxi Seed Station, Shandong Seed Station, Hebei Seed Station, Henan Seed Station, Hubei Seed Station, Heilongjiang Seed Administration Bureau, Inner Mongolia Autonomous Region Seed Station.

3.1 Original seeds
Seeds of the first to third generations bred from breeders' seeds or produced according to original seed production technical regulations that meet original seed quality standards. 3.2 Improved seeds

The variety purity index is used as the basis for dividing the seed quality level. If the purity does not meet the original seed index, it will be downgraded to the first-grade improved seed, if it does not meet the first-grade improved seed, it will be downgraded to the second-grade improved seed, and if it does not meet the second-grade improved seed, it will be unqualified seed. If any one of the purity, germination rate, or moisture content does not meet the standard, the seeds are considered unqualified.
