Summary:
This standard specifies the required sanitary protection distance between cement plants and residential areas. This standard applies to new cement plants located in plains and hilly areas and the expansion and reconstruction of existing cement plants. Existing cement plants can refer to it for implementation. The standard for the distance between industrial enterprises and the prevention of pollution is a comprehensive standard involving construction planning, general layout of industrial construction, environmental sanitation and sanitary engineering. Its purpose is to ensure that the pollutants generated by national key industrial enterprises after the project is put into production will not affect the health of people in residential areas. This standard aims at the characteristics of various harmful factors, finds the occurrence, diffusion, dilution, attenuation and degradation characteristics of harmful factors, and then, based on the best practical technology principle, according to the governance indicators and maintenance management measures that can be achieved at my country's current economic level, determines the allowable emission intensity of industrial enterprises, and finally selects the appropriate atmospheric diffusion model and corresponding parameters to determine the required sanitary protection distance. This standard shall be implemented from January 1, 2001. This standard is proposed by the Ministry of Health of the People's Republic of China. The responsible drafting unit of this standard is: Institute of Environmental Health and Sanitary Engineering, Chinese Academy of Preventive Medicine. The main drafters of this standard are: Hu Gengxin, Shao Qiang, Lu Ruzhou and Hong Yanfeng. This standard is entrusted by the Ministry of Health to the Institute of Environmental Health Monitoring, Chinese Academy of Preventive Medicine for interpretation. 228

This standard adopts the following definitions.
2. 1 Health protection zone The minimum distance from the boundary of the department (workshop or section) where harmful factors are generated to the boundary of the residential area. 3 Contents of the standard
3.1 The health protection distance of cement plants shall be determined according to the average wind speed in the area in the past five years as shown in Table 1. Table 1
