This standard is applicable to new cement plants located in plain and hilly areas and the expansion and reconstruction projects of existing cement plants. Existing cement plants shall be implemented as a reference. The health protection distance under complex terrain conditions shall be determined jointly by the competent department of the construction unit and the health and environmental protection departments of the province, municipality and autonomous region where the construction project is located based on the atmospheric environment quality evaluation report. This standard adopts the following definitions.
2. 1 Health protection zone The minimum distance from the boundary of the department (workshop or section) where harmful factors are generated to the boundary of the residential area. 3 Contents of the standard
3.1 The health protection distance of cement plants shall be determined according to the average wind speed in the area in the past five years as shown in Table 1. Table 1

3.2 This standard also stipulates that the location of cement plants and residential areas should take into account the influence of factors such as wind direction frequency and terrain to minimize the pollution to the atmospheric environment of residential areas.
