This standard specifies the required sanitary protection distance between meat processing plants and residential areas. This standard applies to new meat processing plants located in plains and hilly areas, as well as the expansion and reconstruction of existing meat processing plants. Existing meat processing plants can refer to this standard for implementation. The sanitary protection distance in areas with complex terrain conditions should be determined jointly by the competent department of the construction unit and the health and environmental protection authorities of the municipality or autonomous region where the construction project is located based on the atmospheric environment quality evaluation report. The standard for sanitary protection distance of industrial enterprises is a comprehensive standard involving construction planning, general layout of industrial facilities, environmental sanitation and sanitary engineering. Its purpose is to ensure that the pollutants generated by national key industrial enterprises after they are put into production will not affect the health of people in residential areas. This standard aims at the characteristics of various harmful factors, finds out the characteristics of occurrence, diffusion, dilution, reduction and degradation of harmful factors, and then determines the allowable emission intensity of industrial enterprises according to the principle of best practical technology, that is, according to the treatment measures and maintenance management measures that can be achieved at the current economic level of our country. Finally, the appropriate atmospheric diffusion model and corresponding parameters are selected to determine the required sanitary protection distance. This standard will be implemented from January 1, 2001. This standard was proposed by the Ministry of Health of the People's Republic of China: The responsible drafting units of this standard are: Wuhan Municipal Health and Epidemic Prevention Station, Institute of Environmental Sanitation and Sanitary Engineering, Chinese Academy of Preventive Medicine. The main drafters of this standard are: Huang Junming, Shao Qiang, Zhan Ranfeng. This standard is entrusted by the Ministry of Health to the Institute of Environmental Sanitation Monitoring, Chinese Academy of Preventive Medicine for interpretation. 248

Existing meat processing plants may refer to it for implementation. The sanitary dust protection distance in areas with complex terrain conditions shall be determined jointly by the competent department of the construction unit and the competent departments of health and environmental protection of the province, municipality or administrative region where the construction project is located based on the atmospheric environment quality assessment report. 2 Definitions
This standard adopts the following definitions.
2.1 Sanitary protection distance healihprotectionzone The minimum distance from the boundary of the department (workshop or hall) that produces harmful elements to the boundary of the residential area. 3 Standard Contents
3.1 The sanitary protection distance of meat joints shall be determined according to the average wind speed in the past five years in the area where they are located as shown in Table 1. Table 1

3.2 This standard also stipulates that the location of meat joints and residential areas should take into account the influence of factors such as wind direction, frequency and terrain to minimize the pollution to the human environment of the residential area.
