Control standards for pollutants in sludges from agricultural use
UDC 628. 191
:628.336||tt ||GB4284-84
This standard is specially formulated in order to implement the "Environmental Protection Law of the People's Republic of China (Trial)" and prevent and control the pollution of soil, crops, surface water and groundwater by agricultural sludge. This standard applies to the application of sludge from urban sewage treatment plants, sludge from urban sewage sedimentation tanks, sewage sludge from certain organic matter production plants, and sedimentation bottom sludge from rivers, lakes, reservoirs, ponds, ditches, and canals in farmland. . 1 standard value
1.1, the maximum allowable content of 1 pollutants in farmland application sludge should comply with the following table. Control standard value of pollutants in agricultural sludge
mg/kgf sludge
permissible content

and its compounds (measured as Cd)
Mercury and its compounds (measured as Hg)
Lead and its compounds (measured as Pb)
Chromium and its compounds (measured as Cr) *

* The control standard for chromium is applicable to various sludges with agricultural value that generally contain very little hexavalent chromium. Industrial waste residue or certain chemical deposits of large hexavalent chromium.
.* is temporarily used as a reference standard.
2 Other regulations
2.1 When applying sludge that meets this standard, the dosage per mu per year is generally not more than 2,000kg (based on sludge). When the content of any inorganic compound in the sludge is close to this standard, continuous application on the same soil shall not exceed 20 years. Petrochemical sludge containing less inorganic compounds can be continuously applied for more than 20 years. When applied every other year, the standards for mineral oil and benzo(a)pyrene can be relaxed appropriately. The Ministry of Urban and Rural Development and Environmental Protection of the People's Republic of China issued on May 18, 1984 and implemented on March 01, 1985 | Sludge should not be applied on fields, and sludge should not be applied in drinking water source protection zones.
2.3 Raw sludge must undergo high-temperature composting or digestion treatment before it can be applied to farmland. Sewage sludge can be applied to fields, gardens and flower fields, but it is not suitable to be applied to vegetable fields and grasslands used for grazing in the current year. 2.4 When applying sludge on acidic soil, in addition to following the control standards for filling sludge in acidic soil, lime should also be applied every year to neutralize the acidity of the upper soil.
2.5 For sludge that contains multiple harmful substances at the same time and the content is close to the standard value, the dosage should be reduced as appropriate when applying. 2.6 When it is found that the growth and development of crops are affected by the application of sludge or the agricultural products exceed sanitary standards, the application of sludge should be stopped and reported to the relevant departments immediately, and active measures should be taken to solve the problem. For example, apply lime, superphosphate, organic fertilizer and other substances to control the absorption of harmful substances by crops, carry out deep plowing or use the guest method to improve the soil. 3 Standard monitoring
3.1 Agriculture and environmental protection departments must conduct long-term fixed-point monitoring of sludge and soil crops where sludge is applied. 3.2 The monitoring and analysis method based on which this standard is formulated is the "Agricultural Sludge Monitoring and Analysis Method". Additional notes:
This standard was proposed by the Environmental Protection Leading Group of the State Council. This standard was drafted by the Environmental Protection Research and Monitoring Institute of the Ministry of Agriculture, Animal Husbandry and Fisheries and Beijing Agricultural University. The Environmental Protection Research and Monitoring Institute of the Ministry of Agriculture, Animal Husbandry and Fisheries is entrusted with the interpretation of this standard.
