Since the release of the No. 5 Order of the State Administration of Quality Supervision, Inspection and Quarantine "Regulations on the Certification Management of Compulsory Products" and the No. 19 Order "Industrial Product Production License Advisory Measures", the original standard Chapter 4 "Production, Type Inspection and Sales of Burning Appliances" was replaced by the "Responsibilities and Obligations of Producers, Sellers, Gas Suppliers, Installers and Consumers" of the original standard, and the original standard Chapter 5 "Installation and Acceptance of Burning Appliances" was replaced by the No. 73 Order of the Ministry of Construction "Regulations on the Installation and Maintenance Management of Gas Burning Appliances" promoted by the Ministry of Construction.

The primary task of protecting consumer rights is to prevent products that consumers are dissatisfied with and products that may cause harm from entering the hands of consumers; to compensate for products that cause harm to consumers' health or life or property losses. Gas appliances are special products. Ensuring the safety of gas appliances is not only the responsibility of manufacturers and sellers, but also the use of gas appliances, gas quality and installation of gas appliances are also important conditions for ensuring the safety of gas appliances. Consumers and common sense of gas appliances are also important aspects. To prevent gas appliances from harming consumers, national laws, regulations and technical measures are mainly used to provide guarantees. The following measures are mainly used to prevent dangerous gas appliances from flowing into consumers through laws, regulations and technical means: a) Formulate gas appliance safety performance regulations and technical requirements; h) Follow safety requirements in design, production and sales: Confirm the responsibilities of gas appliance manufacturers and sellers: Carry out safety supervision of gas appliances, including monitoring of gas appliance quality and installation; Prohibit the import of potentially dangerous gas appliances; Inform consumers of which gas appliances are unsafe: Remove any unsafe gas appliances from the market and keep them away from consumers. g)
After China joined the WTO, since the country's laws, regulations and product standards have not been fully aligned with the international market, in order to prevent the different levels of protection for gas appliances provided by the laws and standards of different countries, resulting in trade barriers and unequal competition, this standard is specially formulated to regulate market behavior. Together with GB16914, this standard has established specific behavioral norms for domestic and foreign producers and sellers. 1 Scope
Safety Management Regulations for Household Gas Burning Appliances GB17905-2004
This standard specifies the safety requirements for household gas burning appliances and gas appliance accessories (referred to as gas appliances and accessories), the responsibilities and obligations of producers, sellers, gas suppliers, installers and consumers, the inspection of gas appliances and accessories, the installation and acceptance of gas appliances, the use, maintenance, repair, scrapping and disposal of gas appliances, etc.
This standard is applicable to the safe management of household gas appliances and energy appliances using town gas. 2 Normative references

3 Safety requirements for fuel gas appliances and accessories
Rules and Regulations

3.1 Burning appliances and accessories should not cause health hazards under normal use conditions, and will not cause property damage. 3.2 Burning appliances and accessories should comply with the requirements of relevant standards! 3.3 The following aspects should also be noted when using burning appliances and accessories: The quality of the gas used should be stable, and the fuel sensor should be reliable.

4 Responsibilities and Obligations
4. 1.1 The manufacturer's responsibilities and obligations bzxz.net
4.1.1 The design, production and products of fuel appliances and accessories should be safe products.
4.1.2 The manufacturer should be able to foresee the hazards and the nature of the hazards that may affect the safety of the product during the sales, installation and use of the product.
The manufacturer should comply with the relevant safety requirements and take protective measures when placing the product on the market. 4.1.3 The manufacturer should be responsible for any serious damage or property loss caused by fuel appliances and accessories that are not safe products. 4.1.4 The fuel appliances and accessories are indeed safe products. If the damage is caused by the manufacturer's mistake or other sales mistakes of the person who should be responsible for the victim, The producer may be exempted from or refuse to bear the liability. 4.1.5 The producer is obliged to participate in safety publicity activities when putting the products on the market, especially to provide information on the dangers of gas appliances and accessories, so that consumers can understand the foreseeable dangers during the installation and use of the products, even if some of them are very small. 4.2 Responsibilities and obligations of sellers
4.2.1 Sellers should have the responsibility and obligation to sell safe gas appliances and safety accessories on the market. 4.2.2 Sellers of imported gas appliances and accessories, after obtaining the approval of foreign companies, become representatives of foreign companies, and both foreign companies and sellers should be responsible for the safety of gas appliances and accessories. 4.2.3 During the sales process, the seller's behavior may affect the safety performance of the product, so measures must be taken to ensure product safety1

The seller has the obligation to inform consumers of the measures to be taken when installing and using gas appliances and accessories, and to conduct training, investigation and visits with the manufacturer when necessary; to conduct follow-up inspections and tests on the products; and to study complaints about the safety of the production site. 4.2.4 If the gas appliances and accessories are indeed safe products, and the injury and loss are indeed caused by the victim's mistakes or the mistakes of other persons who should be responsible for the victims, the seller may reduce or refuse to bear the liability for compensation. 4.2.5 The seller should provide consumers with relevant information, especially the danger information of gas appliances and accessories, so that consumers can understand the foreseeable dangers of the products during installation and use, even if some of them are small. 4.3 Responsibilities and obligations of gas suppliers
4.3.1 The quality of gas provided by gas suppliers shall comply with relevant regulations, provisions and commitments. 4.3.2 Gas suppliers have the obligation to publicize the knowledge of safe use of gas to consumers. 4.4 Responsibilities and obligations of gas installers and repairers 4.4.1 Gas appliance installation units and repair units must be qualified. 4.4.2 The installers and repairers of fuel-burning appliances must undergo training and obtain qualification certification. The installation and repair of fuel-burning appliances must comply with relevant standards and specifications. 4.4.3
4.4.4 The installers and repairers shall be responsible for the quality of the fuel-burning appliances they install and repair. 4.4. 5
The installers and repairers shall have the obligation to provide safety information to consumers. 4.5 Consumers' responsibilities and obligations
After purchasing a fuel appliance, consumers should carefully read the installation and operating instructions of the fuel appliance and use it correctly according to the relevant provisions in the instructions. 4.5.1
Consumers should provide an installation site that meets the installation requirements to ensure that the fuel appliance can be used normally. 4.5.2
4.5.3 Consumers should regularly perform routine, simple and easy maintenance on the fuel appliance according to the provisions in the product operating instructions. 4.5.4 If consumers find any abnormal phenomenon during the use of the fuel appliance, they should stop using it immediately and contact the seller or manufacturer as soon as possible to obtain technical support and protection.
4.5.5 In the event of an accident, the scene should be protected and the relevant departments should be informed. 5 Inspection of fuel appliances and accessories
5.1 Type tests of fuel appliances and accessories should be carried out in accordance with the relevant standards for fuel appliances and accessories, and the inspection unit should be a fuel appliance inspection agency authorized by the state.
5.2 Inspection of fuel appliances and accessories that are subject to compulsory quality control shall be conducted in accordance with the "Regulations on the Administration of Compulsory Product Certification" issued by the General Administration of Quality Supervision, Inspection and Quarantine No. 5. Inspection of fuel appliances and accessories that are subject to product license application shall be conducted in accordance with the "Regulations on the Administration of Industrial Product Non-Production License" issued by the General Administration of Quality Supervision, Inspection and Quarantine No. 19. 5.3 Market supervision and random inspection of fuel appliances and accessories shall be conducted in accordance with the "Regulations on the Administration of National Supervision and Random Inspection of Product Quality" issued by the General Administration of Quality Supervision, Inspection and Quarantine No. 13.
5.4 When selling fuel appliances, the user shall be subject to the following: 1. Gas compatibility inspection of fuel appliances that are subject to explosion-proof; the combustion condition inspection of fuel appliances shall be conducted during the compatibility inspection. 6. Installation and acceptance of fuel appliances
The installation and acceptance of fuel appliances shall comply with the requirements of the "Regulations on the Administration of Installation and Maintenance of Gas Burning Appliances" issued by the Ministry of Construction of the People's Republic of China No. 73.
7 Use, maintenance, repair and scrapping of fuel appliances 7.1 The use, maintenance and repair of fuel appliances shall be carried out in accordance with the requirements of the "Regulations on the Installation and Maintenance of Gas Burning Appliances" issued by the Ministry of Construction of the People's Republic of China, No. 73.
7.2 When using fuel appliances, users should always pay attention to the use of fuel appliances. If they find any abnormality, they should immediately ask the maintenance unit to repair it. The maintenance station of the fuel appliance and 2

Gas supply enterprises shall accept the entrustment of users to conduct safety inspections on fuel appliances and register the inspections. For fuel appliances with problems, written inspection opinions shall be put forward and registered. The inspection contents are as follows: a) Functions of various operating components;
Flame stability during burner combustion;
Cleaning of carbon deposits at the exhaust port;
Sealability and strength of the flue;
Whether there are fin plugs in the flue and the air supply and exhaust pipes; The air supply and exhaust system is unobstructed; Clean or replace wearing parts;
g) Safety inspection of the AC bus.
7.3 Determination of scrapping of gas appliances
7.3.1 From the date of issuance of the gas appliance, the scrapping period for coal gas water heaters shall be 6 years, and the scrapping period for liquefied petroleum gas and natural gas water heaters shall be 8 years. The scrapping period for gas appliances and stoves shall be 8 years. If the manufacturer has clearly stated the scrapping period for gas appliances and accessories, the manufacturer's explicit statement shall prevail, but it cannot be lower than the above provisions. 7.3.2 If the gas water heater still has one of the following faults after overhaul, it shall be scrapped: the combustion condition is seriously deteriorated, and the carbon monoxide content in the flue gas after overhaul still does not meet the relevant standards;)
b) The combustion and heat exchanger are seriously burned or the flame overflows; e) Water leakage, gas leakage, insulation breakdown and leakage. 8 Accident handling
The handling of gas appliance accidents shall be handled in accordance with Article 29 of the "Regulations on the Installation and Maintenance Management of Gas Burning Appliances" issued by the Ministry of Construction of the People's Republic of China No. 73.
8.2 The first witness should protect the scene and immediately notify the relevant departments to inspect the scene and seal the gas appliances. 8.3 The handling of major accidents should be carried out in accordance with relevant regulations; the relevant departments shall form an accident investigation team to investigate and handle the situation. 8.4 When handling gas appliance accidents, according to the regulations and standards related to gas appliances, four technical appraisal certificates shall be issued for the accident: - Gas appliance installation and exhaust ventilation and pipe airtightness: (see normative appendix A) - Gas appliance use and maintenance: (see normative appendix B) - Gas supply quality (see normative appendix C) Gas appliance quality. (Normative Appendix D)
When inspecting accidental discharge burning appliances, the inspection agency shall remove foreign objects from the accident burning appliances and then conduct inspections according to the types of accidents: 8.5 1
) Carbon monoxide poisoning accident (the following performances shall comply with the provisions specified in the relevant product standards);
- Flame stability;
Carbon monoxide content in flue gas;
b) Accidents caused by gas leakage;
The gas leakage of the burning appliance shall be less than 0.07 [/h under the air repulsion of 4.2Pa, and the gas tightness of the gas pipeline shall be checked;
) AC electric shock accident, according to the provisions specified in the relevant product standards: 8.6 The liability and compensation for injuries and property losses caused by violation of regulations shall be implemented in accordance with the relevant provisions of the "Product Quality Law of the People's Republic of China".

5.2 Inspection of appliances and accessories that are subject to mandatory quality control should be carried out in accordance with the No. 5 Order of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, "Regulations on the Administration of Compulsory Product Certification". The inspection of fuel appliances and accessories that apply for product licenses shall be carried out in accordance with the No. 19 Order of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, "Administrative Measures for the Administration of Industrial Product Licenses". 5.3 The market supervision sampling of fuel appliances and accessories shall be carried out in accordance with the No. 13 Order of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, "Administrative Measures for the National Supervision and Sampling of Product Quality".
5.4 When selling fuel appliances, the user shall be inspected by the inspection agency designated by the local quality and technical supervision department: 1. Gas compatibility inspection of fuel appliances for explosion-proof gas combustion, and the combustion condition inspection of fuel appliances for explosion-proof gas combustion. 6. Installation and acceptance of fuel appliances
The installation and acceptance of fuel appliances shall comply with the requirements of the No. 73 Order of the Ministry of Construction of the People's Republic of China, "Regulations on the Installation and Maintenance of Gas Burning Appliances".
7 Use, maintenance, repair and scrapping of fuel appliances 7.1 The use, maintenance and repair of fuel appliances shall be carried out in accordance with the requirements of the "Regulations on the Installation and Maintenance of Gas Burning Appliances" issued by the Ministry of Construction of the People's Republic of China, No. 73.

5.1 Type tests of appliances and accessories should be carried out in accordance with the relevant standards for appliances and accessories, and the inspection unit should be a state-authorized appliance inspection agency.
5.2 Inspection of appliances and accessories that are subject to mandatory quality control should be carried out in accordance with the No. 5 Order of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, "Regulations on the Administration of Compulsory Product Certification". The inspection of fuel appliances and accessories that apply for product licenses shall be carried out in accordance with the No. 19 Order of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, "Administrative Measures for the Administration of Industrial Product Licenses". 5.3 The market supervision sampling of fuel appliances and accessories shall be carried out in accordance with the No. 13 Order of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, "Administrative Measures for the National Supervision and Sampling of Product Quality".
5.4 When selling fuel appliances, the user shall be inspected by the inspection agency designated by the local quality and technical supervision department: 1. Gas compatibility inspection of fuel appliances for explosion-proof gas combustion, and the combustion condition inspection of fuel appliances for explosion-proof gas combustion. 6. Installation and acceptance of fuel appliances
The installation and acceptance of fuel appliances shall comply with the requirements of the No. 73 Order of the Ministry of Construction of the People's Republic of China, "Regulations on the Installation and Maintenance of Gas Burning Appliances".
7 Use, maintenance, repair and scrapping of fuel appliances 7.1 The use, maintenance and repair of fuel appliances shall be carried out in accordance with the requirements of the "Regulations on the Installation and Maintenance of Gas Burning Appliances" issued by the Ministry of Construction of the People's Republic of China, No. 73.
7.2 When using fuel appliances, users should always pay attention to the use of fuel appliances. If they find any abnormality, they should immediately ask the maintenance unit to repair it. The maintenance station of the fuel appliance and 2

Gas supply enterprises shall accept the entrustment of users to conduct safety inspections on fuel appliances and register the inspections. For fuel appliances with problems, written inspection opinions shall be put forward and registered. The inspection contents are as follows: a) Functions of various operating components;
Flame stability during burner combustion;
Cleaning of carbon deposits at the exhaust port;
Sealability and strength of the flue;
Whether there are fin plugs in the flue and the air supply and exhaust pipes; The air supply and exhaust system is unobstructed; Clean or replace wearing parts;
g) Safety inspection of the AC bus.
7.3 Determination of scrapping of gas appliances
7.3.1 From the date of issuance of the gas appliance, the scrapping period for coal gas water heaters shall be 6 years, and the scrapping period for liquefied petroleum gas and natural gas water heaters shall be 8 years. The scrapping period for gas appliances and stoves shall be 8 years. If the manufacturer has clearly stated the scrapping period for gas appliances and accessories, the manufacturer's explicit statement shall prevail, but it cannot be lower than the above provisions. 7.3.2 If the gas water heater still has one of the following faults after overhaul, it shall be scrapped: the combustion condition is seriously deteriorated, and the carbon monoxide content in the flue gas after overhaul still does not meet the relevant standards;)
b) The combustion and heat exchanger are seriously burned or the flame overflows; e) Water leakage, gas leakage, insulation breakdown and leakage. 8 Accident handling
The handling of gas appliance accidents shall be handled in accordance with Article 29 of the "Regulations on the Installation and Maintenance Management of Gas Burning Appliances" issued by the Ministry of Construction of the People's Republic of China No. 73.
8.2 The first witness should protect the scene and immediately notify the relevant departments to inspect the scene and seal the gas appliances. 8.3 The handling of major accidents should be carried out in accordance with relevant regulations; the relevant departments shall form an accident investigation team to investigate and handle the situation. 8.4 When handling gas appliance accidents, according to the regulations and standards related to gas appliances, four technical appraisal certificates shall be issued for the accident: - Gas appliance installation and exhaust ventilation and pipe airtightness: (see normative appendix A) - Gas appliance use and maintenance: (see normative appendix B) - Gas supply quality (see normative appendix C) Gas appliance quality. (Normative Appendix D)
When inspecting accidental discharge burning appliances, the inspection agency shall remove foreign objects from the accident burning appliances and then conduct inspections according to the types of accidents: 8.5 1
) Carbon monoxide poisoning accident (the following performances shall comply with the provisions specified in the relevant product standards);
- Flame stability;
Carbon monoxide content in flue gas;
b) Accidents caused by gas leakage;
The gas leakage of the burning appliance shall be less than 0.07 [/h under the air repulsion of 4.2Pa, and the gas tightness of the gas pipeline shall be checked;
) AC electric shock accident, according to the provisions specified in the relevant product standards: 8.6 The liability and compensation for injuries and property losses caused by violation of regulations shall be implemented in accordance with the relevant provisions of the "Product Quality Law of the People's Republic of China".

5.4 When selling fuel appliances, the user shall be subject to the following: 1. Gas compatibility inspection of fuel appliances that are subject to explosion-proof. 7 Use, maintenance, repair and scrapping of fuel appliances 7.1 The use, maintenance and repair of fuel appliances shall be carried out in accordance with the requirements of the "Regulations on the Installation and Maintenance of Gas Burning Appliances" issued by the Ministry of Construction of the People's Republic of China, No. 73.
7.2 When using fuel appliances, users should always pay attention to the use of fuel appliances. If they find any abnormality, they should immediately ask the maintenance unit to repair it. The maintenance station of the fuel appliance and 2

Gas supply enterprises shall accept the entrustment of users to conduct safety inspections on fuel appliances and register the inspections. For fuel appliances with problems, written inspection opinions shall be put forward and registered. The inspection contents are as follows: a) Functions of various operating components;
Flame stability during burner combustion;
Cleaning of carbon deposits at the exhaust port;
Sealability and strength of the flue;
Whether there are fin plugs in the flue and the air supply and exhaust pipes; The air supply and exhaust system is unobstructed; Clean or replace wearing parts;
g) Safety inspection of the AC bus.
7.3 Determination of scrapping of gas appliances
7.3.1 From the date of issuance of the gas appliance, the scrapping period for coal gas water heaters shall be 6 years, and the scrapping period for liquefied petroleum gas and natural gas water heaters shall be 8 years. The scrapping period for gas appliances and stoves shall be 8 years. If the manufacturer has clearly stated the scrapping period for gas appliances and accessories, the manufacturer's explicit statement shall prevail, but it cannot be lower than the above provisions. 7.3.2 If the gas water heater still has one of the following faults after overhaul, it shall be scrapped: the combustion condition is seriously deteriorated, and the carbon monoxide content in the flue gas after overhaul still does not meet the relevant standards;)
b) The combustion and heat exchanger are seriously burned or the flame overflows; e) Water leakage, gas leakage, insulation breakdown and leakage. 8 Accident handling
The handling of gas appliance accidents shall be handled in accordance with Article 29 of the "Regulations on the Installation and Maintenance Management of Gas Burning Appliances" issued by the Ministry of Construction of the People's Republic of China No. 73.
8.2 The first witness should protect the scene and immediately notify the relevant departments to inspect the scene and seal the gas appliance
