This standard specifies the required sanitary protection distance between automobile manufacturing plants and residential areas. This standard applies to new automobile manufacturing plants located in plains and hilly areas, as well as the expansion and reconstruction projects of existing automobile manufacturing plants. Existing automobile manufacturing plants can refer to this standard for implementation. The standard for sanitary protection distance of industrial enterprises is a comprehensive standard involving construction planning, general layout of industrial construction, environmental sanitation and sanitary engineering. Its purpose is to ensure that the pollutants generated by national key industrial enterprises after the project is put into production will not affect the health of people in residential areas. This standard aims at the characteristics of various harmful factors and finds out the characteristics of occurrence, diffusion, dilution, attenuation and degradation of harmful factors. Then, according to the principle of best practical technology, that is, according to the treatment measures and maintenance management measures that can be achieved at the current economic level of our country, the permissible emission intensity of industrial enterprises is determined. Finally, the appropriate atmospheric diffusion model and corresponding parameters are selected to determine the required sanitary protection distance. This standard shall be implemented from January 1, 2001. This standard was proposed by the Ministry of Health of the People's Republic of China. The responsible drafting unit of this standard: Institute of Environmental Health and Sanitary Engineering, Chinese Academy of Preventive Medicine. The main drafters of this standard are: Hu Gengxin, Bu Qiang and Hong Yanfeng. The Ministry of Health entrusted the Institute of Environmental Health Monitoring, Chinese Academy of Preventive Medicine to interpret this standard. 212

3.2 This standard also stipulates that the wind direction frequency and terrain factors should be considered to minimize the pollution of the atmospheric environment of the residential area.
