Summary:
This standard specifies the required sanitary protection distance between chlor-alkali plants and residential areas. This standard applies to new chlor-alkali plants located in plains and slightly hilly areas and the expansion and reconstruction projects of existing chlor-alkali plants. Existing chlor-alkali plants can refer to it for implementation. The sanitary protection distance of chlor-alkali plants located in complex terrain conditions such as valleys should be determined jointly by the competent department of the construction unit and the health and environmental protection authorities of the municipality or autonomous region where the construction project is located based on the atmospheric environmental quality evaluation report. The standard for sanitary protection distance of industrial enterprises is a comprehensive standard involving construction planning, general layout of industrial construction, environmental sanitation and sanitary engineering. Its purpose is to ensure that the pollutants generated by national key industrial enterprises after the project is put into production will not affect the health of people in residential areas. This standard aims at the characteristics of various harmful factors, finds out the characteristics of occurrence, diffusion, dilution, attenuation and degradation of harmful factors, and then determines the allowable emission intensity of industrial enterprises according to the best practical technical principle, that is, according to the treatment measures and maintenance management measures that can be achieved by my country's current economic level, and finally selects the appropriate atmospheric diffusion model and corresponding parameters to determine the required sanitary protection distance. This standard will be implemented from January 1, 2001.
This standard was proposed by the Ministry of Health of the People's Republic of China. The responsible drafting units of this standard are: Qingdao Municipal Health and Epidemic Prevention Station, Shandong Environmental Health and Dust Monitoring Station, and Institute of Environmental Sanitation and Sanitary Engineering, Chinese Academy of Preventive Medicine.
The main drafters of this standard are Jiang Fuqing, Hu Kunyuan and Shao Qiang. This standard is entrusted by the Ministry of Health to the Institute of Environmental Health Monitoring, Chinese Academy of Preventive Medicine for interpretation. 234

This standard is applicable to new chlor-alkali plants located in plains and slightly hilly areas and the expansion and closing of existing chlor-alkali plants. Existing caustic soda plants may refer to it for implementation. The health protection zone of chlor-alkali plants located in complex terrain conditions such as mountains should be determined jointly by the competent department of the construction unit and the health and environmental protection management departments of the province, city, and administrative region where the construction project is located based on the atmospheric environment quality evaluation report. 2 Definitions
This standard adopts the following definitions.
2.1 Health protection distance The minimum distance from the boundary of the department (workshop or section) where harmful factors are generated to the near boundary of the residential area. 3 Contents of the standard
3.1 The health protection distance of the chlor-alkali plant is stipulated according to the average wind speed in the area in the past five years as shown in Table 1. Table 1

3.2 The location of the chlor-alkali plant and the residential area should take into account the influence of factors such as wind direction frequency and terrain to minimize the pollution to the atmospheric environment of the residential area.
